WP5 Legal framework and challenges for the biogas business
In work package 5 of the DigiBiogasHubs project, a legal framework is being developed to enable the scaling and distribution of biogas production from the perspective of a digital platform, taking into account EU climate targets. The work package commenced in August 2024 and will continue until March 2025. The development has been advanced through independent and in-depth research. The work package is led by the University of Vaasa.
The objective of this work package is to explore, among other things, how the platform can optimize biogas production through efficient data handling. The digital platform strengthens the connections between local stakeholders, enabling network effects and offering economic benefits. It is essential to ensure fair participation by both public and private actors and to operate on a market-based basis, without restricting competition and in accordance with state aid rules. The project carefully analyses legislative and regulatory requirements to ensure the platform complies with both EU and national regulations.
This work is fundamentally linked to the goals of sustainable energy production and the circular economy, making it an integral part of advancing environmental targets alongside technical and economic solutions.
